Senior Vice President for Finance and Administration
n Served as chief
financial and administrative officer for the academic health sciences
center with an annual operating budget of $113 million, $78 million
endowment, $100 million in assets and approximately 950 employees. The
sources of annual operating funds were federal and state appropriations,
grants, contracts, students, and private donors. Was responsible for
finance and accounting, business services, cash, endowment and pension
management, student financial aid, human resources, information
technology, facilities, security and auxiliary services. Served as liaison
to the Board of Trustees’ Finance, Buildings and Grounds Committees and
provided regular updates to the Audit Committee
Major Accomplishments:

$115 million in tax-exempt bond financing and refinancing
·2 Provided
oversight for $70 million in construction projects to restore and
construct campus facilities
·3 Achieved
nine years of clean financial audits and balanced budgets

improved management and union employee
relations and successfully negotiated long-term
collective bargaining contracts

n Served as chief
business and financial officer for the institution. Responsible for all
accounting, cash management, long-term and short –term financing, grants
and contracts (post award), budget, purchasing and auxiliary services for
the institution with an annual operating budget of $82 million and
endowment portfolio of $69 million.
Major Accomplishments:
·1 Served as
financial team leader in negotiating with Metropolitan Nashville Davidson
County to enter into a 30 year lease of a Meharry owned facility and
professional services agreement for providing health services to the
indigent population
·2 Restructured
the College’s balance sheet and vendor terms that eliminated the effects
of a $49 million cumulative operating deficit
·3 Negotiated
with the State of Tennessee to obtain ongoing financial support for the
College’s academic programs
n July 1992 to
December 1993 – Owner of Donnetta Butler and Associates --
a management and accounting consulting firm. Provided accounting and
management support to educational, non-profit and healthcare organizations
with special emphasis on financial management issues for Meharry Medical
College.
n July 1985 to
June 1992- Associate Vice President for Finance and Treasurer, Meharry
Medical College. First woman
named to the position in the college’s history. Responsibilities
included managing all cash receipt and disbursement transactions
associated with an annual operating budget of approximately $60 million
and management of a $30 million endowment fund. Responsibilities also
included arranging for short term borrowing, managing short-term
investments, accounts payable; student accounts receivable, student loan
collections; banking and other financial institution relations.
Major Accomplishments:
·1 Identified
software provider, initiated and led the selection and installation of
the Information Associates Series Z administrative software
·2 Developed
and initiated the plan to bring the campus based student loan programs
into compliance with federal regulations including default rate
reduction.
·3 Converted
student accounts receivable and student loan activity from ledger card
system to computerized system prior to Series Z implementation.
·4 Developed
cash management systems that included controlled disbursement and lox
box accounts; automated bank balance reporting and increased interest
income by 100% on operating cash accounts.
§ March 1984
to June 1985 Manager, Fiscal Affairs, Division of Institutional
Advancement, Meharry Medical College.
Responsible for all fiscal matters including divisional budget development
and monitoring. Coordinated all gift accounting and reporting activity.
Major Accomplishment::
·1 Developed
accounting and reporting systems for the Plan for Academic Renewal, a
$32 million fund raising campaign.

1981 to February 1984, Supervisor, Accounting Department, Meharry Medical
College. Responsible for general
accounting activity including preparation of financial statements;
reviewing and approving all journal entries into the general ledger and
coordinating accounting activities related to the annual audit.
Major Accomplishment:
·2 Implemented
procedures that significantly reduced the number of accounting system
deficiencies.

to September 1981, Assistant Bursar, Tennessee State University.
Responsible for cash transactions and student accounts receivable activity
for 7,000+ students.
Major Accomplishment:
·3 Coordinated
project mandated by the Tennessee Board of Regents to determine accurate
receivable balances on approximately 1,500 student accounts.

to July 1972, Statistician, Tennessee Department of Employment Security.
Prepared monthly and annual reports on total persons employed in all
manufacturing and non-manufacturing industries in the State of Tennessee.
Prepared year-end reconciliations and submitted results to the U.S. Bureau
of Labor Statistics.
